Kagame Receives Credentials From Five New Envoys in Kigali

Friday, October 16, 2026 · World News · GSM News

Rwandan President Paul Kagame on October 16 received letters of credence from five newly appointed diplomatic representatives at Village Urugwiro, the presidential office in Kigali, formally accrediting them to Rwanda.

The five are Henrik Nilsson, ambassador of Sweden; Huh Junga, ambassador of the Republic of Korea; Tinyiko George Hlungwane, high commissioner of South Africa; Jérémie Blin, ambassador of the European Union; and El Houssein Ould Nagi, ambassador of Mauritania, who will cover Rwanda from his base in Addis Ababa, Ethiopia. The other four envoys are resident in Kigali.

The South African post had been vacant since late 2024, when High Commissioner Mandisi Bongani Mabuto Mpahlwa completed a tenure that began in 2020. Blin succeeds Belén Calvo Uyarra as head of the EU delegation; he previously served as France's ambassador to Burundi and as chargé d'affaires at the French embassy in Rwanda. The European Union is one of Rwanda's key development partners, with cooperation in economic development, governance and education, while South Korea's engagement with Rwanda centres on technology, digital transformation, education and innovation. Earlier this week, South African President Cyril Ramaphosa congratulated Kagame on Rwanda's ten-year agreement to host a Formula 1 African Grand Prix from the early 2030s.
