FDA Launches Rare Disease Framework Initiative to Tailor Drug Development; Public Meeting Set for October 28

Friday, October 16, 2026 · Federal · GSM News

Washington — The Food and Drug Administration on October 14 launched its Rare Disease Framework Initiative and released an accompanying white paper, proposing to reshape how drugs and biologics for rare diseases are developed and reviewed, with standards tailored to each disease's characteristics, patient needs, product type and the evidence that small patient populations can realistically generate. The FDA noted that only about 5 percent of rare diseases currently have an FDA-approved therapy.

The initiative is led by the FDA's Rare Disease Innovation Hub, working with the Office of the Commissioner, the Center for Biologics Evaluation and Research (CBER) and the Center for Drug Evaluation and Research (CDER). Its goals include clearer and more consistent regulatory decisions, embedding the patient voice earlier in development, and risk-based approaches to manufacturing quality and inspections.

The FDA will hold a public meeting on October 28 at its White Oak campus in Maryland, hosted with support from the Reagan-Udall Foundation, to gather input from patients, advocates and industry, followed by sector roundtables and a request for information.
