Vermont Awards Final $4.24M Flood Recovery Grant; Barre Park Site to Become 17 Townhomes

Montpelier, Vt. — Governor Phil Scott and the Agency of Commerce and Community Development on October 15 announced $4,243,069 in Community Development Block Grant – Disaster Recovery (CDBG-DR) funding for the City of Barre, the third and final round of awards supporting recovery from the July 2023 floods.
The North End Buyouts and Housing project will convert Wobby Park into a housing development of 17 townhomes. The project also includes three buyouts — two commercial properties and one residential property in the city's North End; the buyout sites will be converted into greenspace and serve as the new site for the relocated Wobby Park. In total, $67,845,000 in CDBG-DR funding was awarded to 28 projects, following a first round of nearly $50 million announced in December 2025 and a second round of $10.2 million announced in April 2026.
The CDBG-DR program was part of the American Relief Act 2025, is funded through the U.S. Department of Housing and Urban Development, and is administered by the Vermont Community Development Program. The funds benefit communities in the most impacted and distressed areas: Lamoille, Washington, Caledonia, Orleans, Rutland, Windham and Windsor counties.
