Atlanta Mayor Dickens Introduces Surveillance Technology Oversight Legislation

Atlanta is a city in Fulton County, Georgia. Atlanta Mayor Andre Dickens has introduced legislation establishing a comprehensive citywide framework for the acquisition, use, oversight and auditing of surveillance technology by city departments and agencies, according to a City of Atlanta release.
The proposed ordinance would replace a primarily cost-based review approach with a risk-based system that considers a technology's capabilities, intended use, scale, sensitivity, data practices and potential impact. Its core principle is that the more powerful the surveillance technology, the stronger the oversight, transparency and accountability required. Higher-risk technologies would require Surveillance Impact Reports and Surveillance Use Policies before use, explaining what the technology does, why the city is using it, who may access it and how data will be handled, with opportunities for public review and input before the city deploys or materially expands its highest-impact tools.
'Technology can help us prevent crime, respond to emergencies and deliver better services, but public safety and public trust have to move forward together,' Dickens said. 'This legislation puts clear, consistent rules in place for how surveillance technology is reviewed, used and monitored across the City.'
