Philadelphia Council Unanimously Approves Bill Making City Hall Bike Lane Permanent

Saturday, October 17, 2026 · City · GSM News

Philadelphia is a city in Philadelphia County, Pennsylvania (a consolidated city-county). An existing bike lane around Philadelphia City Hall will remain in place after the City Council unanimously approved a bill on Thursday, PhillyVoice reported. The lane was built by the Pennsylvania Department of Transportation during its repaving of the roads around the government building, which it does every 12 years, but without full legislative approval the project was considered a pilot that could be removed.

Councilmember Jeffrey Young Jr. introduced the legislation in June 2025. Cycling advocates submitted a 1,200-signature petition in favor of the project and sent more than 400 emails to Young's office. At Thursday's public comment session, Corinne Lagermasini, executive director of 5th Square Advocacy, said City Hall is the intersection of Philadelphia's government, transit and public spaces, yet pedestrians, transit users and people with disabilities must navigate four lanes of chaotic and dangerous traffic to get there.

The Bicycle Coalition of Greater Philadelphia has reported 1 cyclist and 27 pedestrians killed in traffic in 2026 so far, although none in the area around City Hall; in November 2024, two people were struck in a hit-and-run outside the building and one victim had to have a leg amputated. The bill now awaits the mayor's signature, although with a unanimous vote it can become law with or without it.
