San Diego Committee Reviews Midway Rising Lease as Details of Major Housing Project Draw Scrutiny

San Diego is a city in San Diego County, California. The San Diego City Council's Land Use and Housing Committee held a special meeting on Friday, October 16, to review the city's proposed lease terms for the Midway Rising project. The deal, negotiated over nearly four years between the city and the Midway Rising development team, is described by city staff as what would be the largest affordable housing project in California.
According to reporting by Voice of San Diego carried in the San Diego Metro's October 16 Daily Business Report, the final deal heading to the council does not include a requirement city staff had sought: that the developers build new affordable housing rather than let the project become a "receiver" site accepting housing that other developers are required to build for their own nearby projects. As the proposal stands, developers of projects within a three-mile radius could pay the Midway Rising team to build the affordable housing required of them, meaning the project may not create 2,000 "net-new" affordable homes.
The special meeting updated the public on the proposed terms of the transaction. It was held in the council chambers at 202 C Street, with participation in person or via Zoom.
