Department of War's Office of Strategic Capital Signs $80 Million Conditional Loan Commitment With Antheia to Expand Domestic Production of Critical Drug Ingredients

The U.S. Department of War announced on October 17 that its Office of Strategic Capital (OSC) has signed an $80 million conditional loan commitment with biomanufacturing company Antheia, Inc. The loan, to be combined with private capital, would expand U.S. domestic production capacity for key starting materials (KSMs) and active pharmaceutical ingredients (APIs) used in generic medicines. Antheia is headquartered in Menlo Park, California.
Antheia's technology uses engineered yeast in a single-step fermentation process that converts sugar into pharmaceutical ingredients, replacing supply chains that traditionally depend on plant cultivation and agricultural extraction. The company's ingredients feed into a range of essential medicines, and the department said the financing is aimed at reducing U.S. reliance on overseas sources for them.
In its release, the department described the commitment as a step in implementing President Trump's Executive Order 13944 (EO 13944), which directs the expansion of domestic manufacturing of essential medicines. The release cited statements by David A. Lorch, Director of the Office of Strategic Capital; Akshaya Trivedi, Managing Director for Investments; and Emil Michael, Under Secretary of War for Research and Engineering, saying the investment would strengthen the security and resilience of America's pharmaceutical supply chain.
The commitment remains conditional: before the loan can close, Antheia must still satisfy financial, legal, technical and other due diligence requirements. The Office of Strategic Capital is the department's financing arm, tasked with using loans and other tools to crowd in private capital for critical supply-chain technologies tied to national security.
