New York Opens $76 Million Third Round of County Infrastructure Grants, Raising Housing Award Cap to $1.5 Million

Saturday, October 17, 2026 · States · GSM News

New York Governor Kathy Hochul announced in Albany on October 16 the launch of a third round of the County Infrastructure Grant Program, with $76 million available to support small- and medium-sized county-led infrastructure projects. The application deadline is Friday, February 5, 2027.

"Modern infrastructure is the foundation of vibrant communities and strong local economies," Hochul said. "By expanding funding and raising award limits for projects that drive housing development, we are giving our county partners the tools they need to build stronger neighborhoods, attract top-tier investment, and make New York a more affordable and livable state." In the third round, projects that directly support the creation of at least 10 new housing units are eligible for up to $1.5 million, up from $1 million, while projects with fewer than 10 units are eligible for up to $1 million, up from $500,000. Empire State Development requires a Letter of Intent before a final application, and a webinar for counties is planned for mid-November.

Empire State Development President, CEO and Commissioner Hope Knight and Housing and Community Renewal Commissioner RuthAnne Visnauskas both said counties play a critical role in delivering infrastructure that makes housing growth possible. Stephen J. Acquario, executive director of the New York State Association of Counties, said the program's first two rounds funded nearly 100 projects and laid the groundwork for nearly 6,000 new homes. The Governor's Office said the original $50 million program was included in the FY25 Enacted Budget, with an additional $50 million in each of the FY26 and FY27 budgets, and that more than $74 million has been awarded to date. More than 450 communities statewide, including New York City, are certified Pro-Housing communities.
