Chicago Council Falls One Vote Short of Overriding Mayor's Veto on Debt-Voting Rules

Sunday, October 18, 2026 · City · GSM News

CHICAGO — Chicago is a city in Cook County, Illinois. Chicago aldermen on Wednesday failed to override Mayor Brandon Johnson's veto of a proposal to require at least 30 City Council votes on city debt matters. The override vote was 33-17, one vote short of the 34 needed, leaving the mayor's borrowing authority unchanged for now.

The measure, led by Alderman Marty Quinn of the 13th Ward, would have set the debt-vote threshold at three-fifths of the council. Supporters argued the change would strengthen council oversight and require a mayor to build broader support for borrowing decisions; Alderman Matt O'Shea of the 19th Ward cited more than $30 billion in outstanding city debt as a reason for stronger oversight.

Opponents framed the measure as a transfer of power from the mayor. Before vetoing the proposal, Johnson called the 30-vote threshold a 'three-fifths compromise,' invoking the constitutional provision that counted enslaved people as three-fifths of a person for representation and taxation, and he and some allies said the proposed reform had racial motives. Quinn defended it as a procedural change requiring four additional votes on debt issues.
