Commerce Finalizes Seventh Softwood Lumber Review: Combined Duties Fall to 24.75%, 34.75% With Section 232 Tariff, Effective Oct. 19

WASHINGTON — The U.S. Department of Commerce on October 13 issued the final results of its seventh administrative reviews of the antidumping and countervailing duty orders on Canadian softwood lumber, setting the combined rate for non-selected companies at 24.75%. The new rates take effect upon publication in the Federal Register on October 19.

The reviews cover Canadian softwood lumber imported during calendar year 2024. The final countervailing duty rate is 14.11%, down from 14.63%, and the final antidumping rate is 10.64%, down from 20.53% — a combined 24.75%, down from 35.16% in the prior review. Dumping rates for the three individually examined producers are 17% for Canfor, 13.13% for Resolute and 4.71% for West Fraser. A separate 10% tariff on timber and softwood lumber imposed under Section 232 remains in place, bringing the total burden on Canadian lumber to 34.75%, down from 45.16%.

Canada supplies about 85% of U.S. softwood lumber imports and roughly a quarter of total U.S. supply, so the rates feed directly into home-building costs. The National Association of Home Builders said on October 16 that the cut is a step in the right direction but that a 34.75% total burden continues to undermine housing affordability, and it renewed its call to suspend tariffs on all building materials and negotiate a new softwood lumber agreement with Canada. The U.S. Lumber Coalition welcomed the decision; its executive director, Zoltan van Heyningen, said the Commerce Department had "reaffirmed that Canada continues to trade unfairly."
