Fannie Mae October Forecast: Mortgage Rates Near 7.5% Through 2027, Refinancing to Shrink by a Third

Sunday, October 18, 2026 · Real Estate · GSM News

WASHINGTON — Fannie Mae's October housing forecast projects the average 30-year fixed mortgage rate at 7.4 percent in the fourth quarter of 2026 and about 7.5 percent through each quarter of 2027, suggesting elevated borrowing costs could persist into 2027.

The forecast also expects refinance volume to fall from about $655 billion in 2026 to about $430 billion in 2027 — a decline of roughly one-third — while total single-family originations in 2027 are projected at about $1.865 trillion.

Freddie Mac's latest weekly survey put the average 30-year fixed rate at 7.40 percent for the week ending October 15, unchanged from the prior week. Persistently high rates continue to weigh on both home purchases and refinancing, with buyers and sellers still waiting for a clearer signal that rates are headed down.
