New York Names 12 Districts for Affordable Housing Fast Track, 90-Day Reviews Start January 2027

New York City is located in New York State. NEW YORK — New York City this week named the 12 community districts where the Affordable Housing Fast Track will begin on January 1, 2027. Eligible rezoning proposals that create affordable housing will receive a streamlined 90-day public review, compared with roughly seven months under the traditional Uniform Land Use Review Procedure (ULURP), a saving of about four months.
The Fast Track was approved by voters in November 2025. The 12 districts, selected by Mayor Zohran Mamdani and Department of City Planning Director Sideya Sherman, have the lowest rates of affordable housing production in the city: together they make up one-fifth of the city's 59 community districts, yet produced only 724 of the 65,777 affordable homes created between 2021 and 2026, about 1 percent.
The city says community board and borough president review, public input, environmental review and landmark protections all remain in place; the Fast Track compresses the sequence into fewer stages, concluding with the City Planning Commission. Separately, on November 3 voters will decide two City Charter proposals that would speed the sale of small city-owned parcels and consolidate construction permitting into a single hub, according to an industry newsletter released October 16.
