At Kentucky Rally, Trump Says a GOP Midterm Win Means a $100 Million Investment in Winchester Drugmaker

President Trump held a midterm campaign rally on the afternoon of Oct. 17 in Highland Heights in northern Kentucky, campaigning for Republican candidates. The rally filled Truist Arena on the Northern Kentucky University campus with thousands of supporters; it was his second visit to the greater Cincinnati area in two weeks.

In his speech, Trump announced that if Republicans win the November midterm elections, the federal government will invest $100 million in Antheia, a pharmaceutical company in Winchester, Kentucky, to revive a large drug-manufacturing facility there. He said plainly that if Democrats win, the investment will not happen.

The rally spotlighted two Republican candidates: U.S. Rep. Andy Barr, who is running for the Senate seat being vacated by the retiring Mitch McConnell, and Ed Gallrein, a candidate for Kentucky's 4th Congressional District. Barr's opponent is Democrat Charles Booker, and the Senate race is seen as one of the nation's marquee contests.

Separately, the Department of Defense's Office of Strategic Capital signed an $80 million conditional loan commitment with Antheia the same day, aimed at expanding domestic production capacity for key generic-drug ingredients. The $100 million figure Trump cited at the rally is a verbal pledge conditioned on the election outcome; no appropriation document for it has been issued.

Highland Heights sits at Kentucky's northern tip, across the Ohio River from the key swing state of Ohio, where former Senator Sherrod Brown is challenging Republican Senator Jon Husted. Trump said this midterm election is about control of Congress and urged supporters to vote "like I'm on the ballot."
