EPA Proposes Extending Some Trichloroethylene Rule Deadlines to End of 2027; Comments Due November 13

WASHINGTON — The U.S. Environmental Protection Agency (EPA) has published a proposed rule in the Federal Register that would extend some compliance dates in its risk-management rule for the industrial solvent trichloroethylene (TCE). EPA issued the TCE risk-management rule in December 2024 and previously extended other deadlines through a 2025 interim final rule.
According to the American Industrial Hygiene Association's (AIHA) October 15 summary, chemical processors would have until December 31, 2027, to comply with prohibitions on processing TCE as a reactant or intermediate, using it as a processing aid, and disposing of it from those uses, with the downstream-notification deadline aligned to the new date. A second extension would move a step in phasing out TCE as an intermediate in producing the refrigerant HFC-134a from June 7 to December 31, 2027.
EPA says the proposed extensions address ongoing compliance difficulties for certain chemical processors and refrigerant manufacturers. Public comments on all aspects of the proposed rule are due by November 13.
