Taiwan Weighs Adding Cutting-Edge Chips and SI Servers to China Export Controls, With Criminal Penalties for Violations

Taiwan is considering extending its export controls on shipments to mainland China to cover Taiwan-made cutting-edge semiconductors and artificial-intelligence servers, with criminal liability for violators, Economic Affairs Minister Kung Ming-hsin said in an interview published by Bloomberg on Oct. 19. Kung said the controls are aimed at safeguarding Taiwan's industry and technology security, and that enforcement should keep pace with industry practice, with penalties strengthened through legal amendments under laws including the Foreign Trade Act. Taiwan already operates a control list for exports to the mainland, under which semiconductor equipment and certain high-tech goods require prior licences. Industry watchers say adding SI servers and advanced chips would raise compliance costs for contract manufacturers and chip supply chains. The ministry has not announced a specific list or timetable. Taiwan is the world's main production base for advanced-process chips and SI servers, and GSM will follow the ministry's formal announcement.
