FAA Proposes $351,000 Fine Against Creamer Pilot Services Over 37 Alleged Unauthorized Passenger Flights

WASHINGTON — The Federal Aviation Administration (FAA) on October 19 proposed a $351,000 civil penalty against Creamer Pilot Services of Fayetteville, Arkansas, for allegedly conducting unauthorized passenger-carrying operations.
The FAA alleges Creamer operated 31 passenger-carrying flights using three aircraft that were not on its Operations Specifications, on various dates between October 2021 and July 2022. Operations Specifications are the FAA document that lists the aircraft and scope of operations an operator is authorized to conduct.
The FAA also alleges Creamer conducted six passenger-carrying flights on two aircraft that were on its Operations Specifications but traveled outside the 48 contiguous United States when unauthorized to do so, on various dates between April 2022 and November 2022.
The two sets total 37 flights. The FAA alleges all 37 violations were conducted by Creamer knowingly, carelessly, and recklessly. The penalty is a proposal, and the conduct described above is the FAA's allegation.
