USDA Releases Details of $8 Billion Harvest Fuel Relief Program; Commodity Payment Rates Due in November

WASHINGTON — The U.S. Department of Agriculture (USDA) on October 19 released implementation details for the $8 billion Harvest Fuel Relief (HFR) program, a one-time payment initiative to help American farmers offset temporary market disruptions and increased input costs during this harvest season. The funding is authorized under the Commodity Credit Corporation (CCC) Charter Act and will be administered by the Farm Service Agency (FSA).
According to USDA, payments will be made under a uniform formula providing proportional support covering a portion of modeled losses for the 2026 crop year, calculated from FSA-reported planted acres, Economic Research Service (ERS) cost-of-production estimates, and yields and prices from the World Agricultural Supply and Demand Estimates (WASDE). Commodity-specific payment rates for Title I commodities will be released in November, with the methodology for other eligible commodities to follow. Crop-insurance linkage is not required. Producers of non-Title I commodities, including specialty crop growers and fishermen, may send increased fuel-cost data to [email protected] for consideration in rate-setting.
USDA urged eligible producers to create a Login.gov account and link it to USDA before the application period opens; pre-filled applications will be available online for linked accounts.
"President Trump is the most pro-farmer president of my lifetime and he is continuing to put Farmers First every day," Secretary of Agriculture Brooke Rollins said. "This $8 billion dollar investment will help bring certainty to our farmers during this harvest."
USDA said the earlier Farmer Bridge Assistance (FBA) program delivered $12 billion in one-time bridge payments to more than 560,000 farmers earlier this year, and that nearly $14 billion in gross payments recently went out through the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs.
