Delaware Launches Small Business Joint Inspection Pilot for New Businesses

DOVER, Kent County, Delaware — Governor Matt Meyer announced on October 19 that the state has launched the Small Business Joint Inspection Pilot, a single, coordinated pathway for new businesses to complete the applications and pre-opening inspections required to open, under Section 5 of his Executive Order 21.
"Opening a small business takes courage and hard work. Navigating state government should not add to the challenge," Meyer said. "This pilot means fewer websites, fewer delays, and one clear path from an idea to an 'open for business' sign." Until now, a new business owner often had to apply for permits and licenses across several state agencies and search different websites to understand each requirement.
The pilot is led by the Office of Small Business Access (OSBA), also established by Executive Order 21 and headed by Director Anastasia Jackson. New business owners are introduced to OSBA's coordination services when they register through Delaware One Stop and may choose to participate. Those who opt in register through ServiceNow, which lists exactly which permits, licenses and applications their business needs and links directly to each one, while alerting agency liaisons behind the scenes so reviews and inspections can be coordinated. Participating agencies include transportation, natural resources and environmental control, the State Fire Marshal, public health and alcohol control offices.
