Utah Forms Multi-State Digital ID Consortium Built on Individual Control of Identity Data

Utah, whose state government is based in Salt Lake County, is forming a multi-state consortium to advance a governance framework and principles for state-issued digital identification credentials. Payments Dive reported on October 19 that Utah Chief Privacy Officer Christopher Bramwell announced the effort on Sunday, the first day of the Money20/20 financial technology conference.
Bramwell said the coalition is built on the idea that people inherently own their identification data and should be able to limit how much personal information they share through their digital IDs. By January, he said, 10 states will have either their legislatures or executive branches working on ID governance frameworks modeled after Utah's privacy-focused state-endorsed digital identity program. Utah has not yet announced which states have joined the group.
Jennifer Kerber, head of global government affairs for digital ID verification firm Socure, said during the same panel that Utah and California have been leading in this area, and that California has about 2.2 million digital IDs in use.
