Peru Files 2,000-Page Case Seeking Life Terms for Quispe Palomino Brothers

Monday, October 19, 2026 · World News · GSM News

Peru's Tercera Fiscalía Nacional Especializada formally filed its accusation on October 18, seeking life imprisonment for Víctor and Jorge Quispe Palomino and three other top figures of the Militarizado Partido Comunista del Perú (MPCP), 25-to-30-year terms for several alleged operatives, and S/38.5 million in reparations to the state.

The indictment runs to more than 2,000 pages, consolidates 74 separate investigations and attributes 124 criminal incidents to the group, including ambushes, attacks on security bases, mass kidnappings and the 2012 downing of a police helicopter that killed Major Nancy Flores Paucar. Prosecutors also allege systematic recruitment, retention, indoctrination and exploitation of adults and children, naming minors called 'pioneritos' held in MPCP camps as victims.

The Quispe Palomino brothers are former Sendero Luminoso cadres who went on to lead the MPCP in the coca-producing Vraem region. The filing moves the case from investigation into the judicial phase; any convictions are for the courts to decide.
