Rwanda and China Sign Aviation Deal to Strengthen Airworthiness Certification and Safety Oversight

Monday, October 19, 2026 · World News · GSM News

Rwanda's Civil Aviation Authority (RCAA) and China's Civil Aviation Administration (CAAC) signed a memorandum of understanding on October 12 in Kigali to strengthen cooperation in airworthiness certification and civil aviation safety oversight, Rwanda Dispatch reported. Airworthiness certification determines whether an aircraft meets the technical and safety standards required for operation.

The agreement gives the two regulators a framework to coordinate certification procedures, exchange technical expertise and strengthen their capacity to oversee compliance with civil aviation regulations. The RCAA regulates civil aviation in Rwanda, including aircraft certification and safety oversight; the Chinese authority performs comparable functions in China.

Col. Claudien Bizimungu, Minister of State for Infrastructure, attended the signing and said the government supported closer aviation cooperation with China. 'Today, we are not only signing a document, we are strengthening a friendship between our two countries, and investing in safer skies for everyone who flies with us,' he said.
