LA County and Hospital Partners Plan Financial-Aid Screening System to Prevent Medical Debt

Los Angeles County health officials and hospital partners are developing a countywide financial-aid screening system intended to identify low-income patients who qualify for hospital financial aid before unpaid bills become debt, KFF Health News reported on Oct. 8. County officials estimate about 800,000 residents have medical bills they cannot pay, and about one in five county hospitals already uses automatic eligibility screening.
The Hospital Association of Southern California plans to procure a shared digital system for its members, with bulk purchasing expected to lower costs for smaller hospitals, and L.A. Care has committed $2 million to cover setup costs. The partners hope to have the system operating in January 2027, though long-term funding and participation are not settled; the county has 88 acute-care hospitals and it is unclear how many will use the platform. A California law passed last year requires hospitals statewide to begin presumptive-eligibility screening by July 2027.
