Justice and Education Departments Reach University-Wide Settlement With UNC-Chapel Hill Ending Title VI Antisemitism and Race Discrimination Investigations

WASHINGTON — The U.S. Department of Justice announced on October 19 that its Civil Rights Division and the U.S. Department of Education's Office for Civil Rights (ED-OCR) have entered a voluntary, university-wide settlement agreement with the University of North Carolina at Chapel Hill (UNC) to end antisemitism and race discrimination on campus. The agreement resolves investigations conducted under Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color or national origin. According to the university, the agreement covers 18 federal civil rights investigations and a Justice Department compliance review involving matters dating back to 2019 and spanning two administrations, including a review of UNC's admissions practices. Carolina will provide quarterly compliance reports, and the remaining investigations will close without adverse action or findings once the university completes its obligations; the agreement does not constitute an admission of wrongdoing or liability. Assistant Attorney General Harmeet K. Dhillon of the Civil Rights Division commended UNC for meeting its obligations under federal law without litigation. Assistant Secretary Kimberly Richey of the Education Department's Office for Civil Rights said the agreement is an important step in upholding civil rights laws and restoring confidence in higher education, ensuring students are assessed on merit, not race, and that Jewish students can learn without the threat of antisemitic discrimination.
