California Department of Insurance Launches Voluntary 'Comprehensiveness Review': Initial Rate Analysis and Projected Savings Made Public Before Formal Filings

Tuesday, October 20, 2026 · California · GSM News

The California Department of Insurance (CDI), headquartered in Sacramento, the capital of California in Sacramento County, announced on October 19 a new voluntary and fully transparent process for reviewing proposed insurance rates: before an insurer formally files personal and commercial lines rates for approval under Proposition 103, the Department will conduct a 'comprehensiveness review' of the proposal and make its initial analysis public. The regulation has been approved by the California Office of Administrative Law, and the Department posted the final regulation and statement of reasons on its public website the same day.

'Every dollar Californians pay for insurance should be justified,' said Insurance Commissioner Ricardo Lara, author of the Sustainable Insurance Strategy. 'For the first time, consumers will be able to see how Department experts analyze insurance companies' rate requests, challenge unsupported assumptions, and prevent policyholders from paying more than the law allows.' Under the new regulation, the Department will publicly release its initial rate range indications, the issues flagged in each insurer submittal, and the dollar amounts its expert review is projected to save consumers — a level of disclosure the Department describes as unprecedented in its history.

In practice, if the Department's review produces a lower rate indication than the insurer proposed, the company must decide whether to accept the Department's figures or provide additional information to substantiate its own numbers. Participation is voluntary: insurers may skip the step and move directly to the formal Proposition 103 filing process that has applied for decades. The Department's example uses the statewide average homeowner premium of about $1,500 a year (National Association of Insurance Commissioners data): if a homeowner insurer explored a 5 percent increase, the review might find its cost projections inflated or elements that do not comply with California law.

The regulation complements the Department's Complete Rate Application Regulation, in effect since 2024, and both are components of Lara's Sustainable Insurance Strategy. The Department says its reviews of hundreds of property, commercial and auto rate filings since 2019 have saved consumers $6.6 billion. The new process also retains Proposition 103's intervenor system, under which third parties that prove they represent consumers' interests can be compensated for participating in rate proceedings. 'Government works best when people can see it working,' Lara said.
