Hampton Roads, Virginia, Receives $16.5 Million in Federal Infrastructure Grants for Military Communities

Virginia Gov. Abigail Spanberger on October 19 announced $16.5 million in federal Defense Community Infrastructure Program (DCIP) grants for military communities in the Hampton Roads region, funding off-base infrastructure projects. The largest share, about $13.1 million, goes to the Hampton Roads Sanitation District for a sewer improvement project in partnership with Naval Station Norfolk; the City of Portsmouth is set to receive about $3 million to upgrade wastewater infrastructure tied to Naval Support Activity Hampton Roads; and York County is set to receive about $313,000 for a pedestrian crosswalk project developed with Joint Base Langley-Eustis.
DCIP funds community projects outside military installations to support installation readiness, mission assurance, and quality of life for service members and their families. Virginia helps localities compete for the money through the Virginia Military Community Infrastructure Grant Program, which can share up to half of the required federal match; with state and local matching dollars, officials estimate the package will support about $23.5 million in total infrastructure work.
Spanberger said reliable infrastructure is essential to the quality of life of military communities. Secretary of Veterans and Defense Affairs Timothy P. Williams said the investments demonstrate how closely local systems and base missions are linked. Hampton Roads is one of the densest concentrations of Navy and joint force activity in the country, home to installations including Naval Station Norfolk.
