Phoenix Tailings to Build $375 Million Rare Earths Facility in Rochester, New York

Tuesday, October 20, 2026 · States · GSM News

New York Governor Kathy Hochul announced on October 20 that Phoenix Tailings will build a $375 million, 500,000-square-foot commercial-scale rare earth processing facility at Eastman Business Park in Rochester, New York. The plant is expected to process about 18,000 tons of rare earth material each year, with some operations starting next year and full production expected in 2028. New York State will provide $3 million in performance-based tax credits, and the project follows a conditional $500 million long-term debt commitment from the Pentagon's Office of Strategic Capital. Hochul said the facility will bolster national security by building a clean supply chain for rare earth elements in New York and reducing reliance on foreign sources of critical minerals. Phoenix Tailings Chief Executive Nick Myers said America and its allies cannot build the next generation of advanced manufacturing on a rare earth supply chain they do not control. The United States is pouring billions into new rare earth plants to loosen China's grip on the minerals, which are used in products from electric vehicles to fighter jets, though most of that capacity will not come online until 2027 or later.
