Pennsylvania Invests Over $71.5 Million in 443 Community Projects Through Neighborhood Assistance Program

Tuesday, October 20, 2026 · States · GSM News

Pennsylvania's Department of Community and Economic Development (DCED) announced on October 19 that it will invest $71,598,142 in 443 projects statewide through the Neighborhood Assistance Program (NAP), aimed at improving distressed neighborhoods and helping low-income residents. The announcement was made in Lancaster, in Lancaster County, Pennsylvania.

Under the program, businesses that contribute to qualifying community projects can receive state tax credits of up to 95 percent of their contribution. Governor Josh Shapiro secured $72 million in the 2026-27 state budget to continue funding NAP. Projects must fall under one of six categories: affordable housing, community services, crime prevention, education, job training, or neighborhood assistance.

DCED Secretary Rick Siger announced the investments during a visit to Lancaster Hub, which will receive $31,050 to expand its outreach services to people experiencing homelessness. Siger said strong communities unlock jobs and support families, and that the program fosters public-private partnerships. Since the start of the Shapiro administration, more than $250 million in tax credits have been awarded through NAP, benefiting some 1,500 projects.
