Seattle: City Council Votes Today on Vehicle Resident Assistance Program, Pairing $5 Million in Services With a Permit System

Tuesday, October 20, 2026 · City · GSM News

In Seattle, King County, Washington, the City Council is scheduled to vote on October 20 on the Vehicle Resident Assistance Program. The six-part legislative package, introduced by Councilmember Dan Strauss on August 7, would direct $5 million in existing city funding to expand outreach, safe parking, secure storage and pathways to housing for people living in their vehicles, and would create a city parking permit system. Under the proposal, residents of motorhomes and travel trailers who engage with services, follow existing laws and meet basic requirements could receive a Vehicle Resident Assistance Permit allowing them to keep living in their vehicles while awaiting appropriate shelter or housing. Unpermitted motorhomes and trailers would be limited to two hours of street parking, and starting April 30, 2027, such vehicles would be barred from parking on city streets and alleys between midnight and 6 a.m. unless exempt, with violating vehicles subject to impoundment without prior notice. The city must set up the permit application process by April 30, 2027, and begin enforcement by July 31, 2027. The package also lets the city store vehicles when residents move into shelter or housing and eases conditions for opening safe parking lots. At a September 22 Public Safety Committee hearing, housing advocates worried that shelter beds and safe parking spaces are insufficient and that restrictions first could leave vehicle residents with nowhere to go, while nearby businesses asked the city to clarify site oversight and enforcement.
