Peru Takes Andean Community Presidency as Fujimori Receives Ecuador's Noboa at Binational Cabinet in Lima

LIMA — Peruvian President Keiko Fujimori received Ecuadorian President Daniel Noboa at the Government Palace on October 20 and accepted the pro tempore presidency of the Andean Community (CAN) for 2026-2027 from Ecuador, during a presidential meeting and the 17th Binational Cabinet, according to state news agency Andina and TVPerú.
Fujimori said Peru's presidency would prioritise the fight against transnational organised crime, El Niño preparedness, and stronger trade, investment and air and port connectivity, aiming to deepen cooperation among Peru, Ecuador, Colombia and Bolivia and turn regional integration into development opportunities for their citizens. Noboa highlighted regional cooperation in security, social development and connectivity.
Bilaterally, the two governments set security as the top priority, building on earlier defence minister talks in Arenillas to resume coordinated military operations. They committed to fighting narcotrafficking, illegal mining, arms trafficking, human smuggling and money laundering, and ordered police and interior ministries to deepen intelligence sharing and joint operations.
The delegations also signed memoranda on fisheries and energy ties and advanced plans for trade, transport and a 500 kV electrical interconnection. The summit was expected to close with a Lima 2026 Presidential Declaration and a Lima 2026 Action Plan.
