Gov. Matt Meyer Backs Review of Delmarva Power's Profits to Ease Customers' Bills

Wednesday, October 21, 2026 · States · GSM News

Delaware Gov. Matt Meyer said on Oct. 21 in Dover that he supports a review of Delmarva Power's profit model. The state Office of the Public Advocate has petitioned the Delaware Public Service Commission (PSC) to examine the utility's return on equity (ROE).

The petition notes that Delmarva's current return on equity is near 10 percent and that the company's profits account for more than 10 percent of a typical customer's electric bill. The Public Advocate's office argues that this level of profit warrants regulatory scrutiny at a time when residents face heavy energy bills. In June, the office had asked the PSC to open a petition process within six months; it has now formally filed.

Meyer said the state will push to make electric bills more affordable, and that regulatory review of utility profits is part of that effort. The PSC will consider the petition and decide whether to open a formal review of Delmarva's rates and profit structure. (GSM, based on reporting from the Office of the Governor of Delaware)
