Hawaii Opens Statewide Hearings on Conservation District Rule Changes: Briefing Tonight at 5 p.m.

Wednesday, October 21, 2026 · States · GSM News

The Office of Conservation and Coastal Lands (OCCL) under Hawaii's Department of Land and Natural Resources (DLNR) held a briefing at 5 p.m. on Oct. 21 at the Kalanimoku Building in Honolulu, with a Zoom option, to take public input on proposed amendments to the conservation district land use rules (Chapter 13-5).

According to DLNR's Oct. 12 announcement, the draft amendments address provisions including the repair and maintenance of traditional fishponds (loko iʻa) and shoreline hardening. Hawaii's conservation district covers nearly 2 million acres of mountain, watershed and nearshore lands, and activities there are governed by the rules.

According to DLNR, the draft amendments would also strengthen conservation criteria, simplify permitting for minor activities, address coastal hazards and erosion, and clarify rules for restoring existing structures; the island hearings will be held on Maui, Oʻahu, Hawaiʻi Island, Kauaʻi and Molokaʻi.

Beyond tonight's briefing, a series of hearings will be held on five islands from Oct. 28 to Nov. 19. Written comments may be submitted to DLNR by email or by mail to P.O. Box 621, Honolulu, through Nov. 30. (GSM, based on reporting from the Hawaii Department of Land and Natural Resources and Maui Now)
