Maine Gambling Regulators: Online Casino Rules May Need a Fourth Draft, With Launch Still Months Away

Wednesday, October 21, 2026 · States · GSM News

Milt Champion, head of Maine's gambling control unit, said at an Oct. 20 meeting that the state's online casino (iGaming) rules may need a fourth round of revisions and remain months from completion. Maine legalized online casinos this year through LD 1164, becoming the eighth U.S. state to do so.

The third draft of the rules was released Sept. 30, with public comments due by Oct. 30. State law gives regulators 120 to 150 days to finalize the rules; Champion said the unit needs to add six employees to oversee online casino operations.

Under the statutory framework, online casinos will be taxed at 18 percent, with a $50,000 licensing fee and a $500,000 bond required of operators. Licensed operators can launch only after the rules are finalized. (GSM, based on reporting by Legal Sports Report)
