Texas Comptroller Don Huffines Orders: Businesses Requiring COVID Vaccine Proof Barred From State Contracts and Grants

Wednesday, October 21, 2026 · States · GSM News

Texas Comptroller Don Huffines has issued a directive barring businesses that require customers or employees to show proof of COVID vaccination or recovery from receiving contracts and grants from the Comptroller's Office.

Under the directive, businesses must provide a written attestation under Section 161.0085 of the Health and Safety Code confirming they impose no such requirement before contracting with or receiving funds from the office. Huffines said the move enforces state law and ensures state funds do not go to businesses that discriminate against the unvaccinated.

The directive applies to contracts and grant programs administered by the Comptroller's Office and takes effect immediately. (GSM, based on reporting from the Office of the Texas Comptroller)
