Louisiana Voters Face 10 Constitutional Amendments on Nov. 3: Nonpartisan PAR Releases Voter Guide

Louisiana voters will decide 10 state constitutional amendments in the Nov. 3 election, and the Public Affairs Research Council of Louisiana (PAR), a nonpartisan research organization, released its 2026 fall amendment guide on Oct. 21 to help voters understand each proposal. PAR says the guide does not endorse or oppose any measure; it explains what each amendment would change and presents arguments from both sides. The 10 amendments reached the ballot after passing both legislative chambers by two-thirds votes in the 2025 and 2026 sessions. They cover property taxes, bail rights, gubernatorial term limits, pension debt, water lines and expropriation rules, with seven of them amending Article VII, the constitution's finance and taxation article. Each needs only a simple majority to pass.
Since Louisiana's current constitution was approved in 1974, voters have considered 330 proposed amendments and approved 221; this fall's 10 will bring the total to 340. PAR has published such analyses for amendment elections for 50 years.
