FEMA Administrator Hamilton Tells States to Build Reserves and Handle Most Disasters Themselves

Federal Emergency Management Agency (FEMA) Administrator Cameron Hamilton told state officials on October 20 that states must build up their financial reserves and emergency capacity and "handle most disasters on their own," according to a recording obtained by Politico. Speaking at the National Emergency Management Association's annual forum in Little Rock, Hamilton said he hopes states will one day be capable enough that far less federal disaster intervention is needed. The remarks build on his October 15 internal memo calling for stronger state and local capacity, with states shouldering more of the disaster-response burden.
