Georgia to Transfer $954,577 Child Welfare Surveillance Vehicle Program to GBI, Drawing Privacy Questions

Georgia is transferring a child welfare surveillance vehicle program valued at $954,577.55 to the Georgia Bureau of Investigation, a move that has drawn privacy scrutiny. State documents put the vehicle itself at $38,705.25, with the cellular surveillance suite priced at $890,478.80 and installation at $25,393.50; the system, supplied by Nyxcell, was obtained for child welfare investigations.
Cooper Quintin of the Electronic Frontier Foundation questioned the breadth of the cellular surveillance capability and the oversight attached to it. State officials say the equipment supports investigations into child exploitation and trafficking.
The state has not yet taken delivery of the vehicle. The transfer shifts operation of the system from the child welfare agency to the GBI, the state's investigative bureau.
