California Releases 2026 Zero-Emission Vehicle Market Strategy: ZEVs Near One-Fifth of New Car Sales in Q3, Charging Ports Reach 224,438

California on October 16 released its 2026 Zero-Emission Vehicle Market Development Strategy and third-quarter market data. The Governor's Office said the strategy, developed by the Governor's Office of Business and Economic Development (GO-Biz), is the state's framework for large-scale, equitable growth of the zero-emission vehicle (ZEV) market, structured around four pillars: vehicles, infrastructure, end users, and workforce.

On the consumer side, state and manufacturer discount programs have helped nearly 12,000 Californians switch to electric cars. The MyFirstEV program, launched in August, gives first-time buyers an instant $3,500 off a new EV with an MSRP up to $50,000 and $1,750 off a used EV sold for up to $25,000; California's $135.5 million investment is matched dollar-for-dollar by 13 automakers, delivering a combined $270 million in savings at the point of sale. Toyota and Lexus's MyNextEV and MyLexusEV programs give returning EV owners an instant $2,500 off. According to the California Energy Commission (CEC), Californians purchased 80,392 new ZEVs in the third quarter of 2026, representing 19.1 percent of new car sales: 68,811 were battery-electric vehicles, 11,494 plug-in hybrids, and 87 hydrogen fuel-cell vehicles, with 145 ZEV models available.

On infrastructure, the CEC's latest assessment found 224,438 public and limited-access charging ports statewide as of June 30, 2026, up 186 percent since tracking began in 2021, with direct-current fast-charging ports up 221 percent. The state is nearly halfway to the 478,000 ports projected to support 6.8 million EVs by 2030. Dee Dee Myers, senior advisor to the Governor and director of GO-Biz, said zero-emission vehicles prove that what is good for the climate can also be good for the economy, creating good-paying jobs and economic development.
