Greece's New Tourism Spatial Framework Draws Focus in Athens as Industry Flags Licensing Challenges

ATHENS — Greek government officials and tourism executives discussed the country's new Special Spatial Framework for Tourism and the licensing challenges facing investment at the Prodexpo 2026 event in Athens on October 19. The framework, signed into law on August 7, sorts all 1,035 municipal units into five saturation tiers. In the most restricted Category A areas, including Santorini and Mykonos, new accommodation is capped at 100 beds per development on a minimum plot of 1.6 hectares, with no new building within 25 metres of the coastline. Executives said licensing uncertainty remains a key challenge, while Petros Varelidis, Secretary General for Natural Environment and Water, stressed that a destination's carrying capacity depends on infrastructure such as water resources.
