Swiss Lawmakers to Debate UBS Capital Rules From October 26 as Investors Urge Bank to Consider Leaving

Thursday, October 22, 2026 · World News · GSM News

BERN — A committee of the Swiss parliament's lower house will begin debating new capital rules for UBS on October 26, after the upper house passed the package last month. UBS management has suggested the rules could be intolerable; major investors have urged the bank to leave Switzerland, and the bank is drafting contingency plans including a headquarters shift or merger options. Centre Party lawmaker Leo Mueller has pointed to the dilemma that rules seen as too strict risk a referendum challenge, while lax rules would defeat the purpose. The debate stems from Switzerland's overhaul of its too-big-to-fail banking framework after the collapse of Credit Suisse in 2023.
