San Francisco Advances Nearly 2,400 Homes in the Western Addition: First Phase of 115 Affordable Senior Homes Expected to Break Ground in Early 2027

SAN FRANCISCO, California — Mayor Daniel Lurie of San Francisco, in San Francisco County, California, introduced legislation on October 20 to advance Freedom West 2.0, a long-planned project in the Western Addition that could bring nearly 2,400 new homes to the neighborhood, more than 17 percent of them affordable. The first phase will deliver 115 units of affordable senior housing and a rebuilt Freedom West Cooperative, with groundbreaking anticipated in the first half of 2027, while the full plan envisions four city blocks transformed by a mix of market-rate and affordable housing, public open space and an innovation center.

Freedom West is a nonprofit limited-equity housing cooperative whose residents have advocated for years to revitalize their aging co-op. According to the mayor's office, the senior homes are supported by $23 million from the Mayor's Office of Housing and Community Development; the legislation, developed with the Office of Economic and Workforce Development and cosponsored by District 5 Supervisor Bilal Mahmood, establishes a development agreement with a base term of 25 years. The plan also includes 1.5 acres of open space improving access to Margaret Hayward Park and Octavia Street, and a roughly 5,000-square-foot STEM entrepreneurship and innovation center. 'Freedom West was born out of displacement... With this legislation, Mayor Lurie and Supervisor Mahmood are standing with us to make sure that the people who stayed are the people who benefit,' said Mattie Scott, Freedom West Board President.
