MPI Report: About 660,000 Deported Last Fiscal Year, Short of White House's 1 Million Goal

The Trump administration deported about 660,000 people over the past fiscal year, according to a report released Thursday, October 22, by the Migration Policy Institute (MPI) — up from about 620,000 in the first year of President Donald Trump's second term, but short of the White House's stated goal of 1 million deportations a year.

The analysis, based on publicly available data obtained through Freedom of Information Act requests, found that the Department of Homeland Security (DHS) carried out about 980,000 deportations during the first 18 months of Trump's second term. The roughly 660,000 deportations in the last fiscal year were 26% above the yearly average from 2021 to 2024 under President Joe Biden, but well below the 1.86 million recorded in 2000 under President Bill Clinton.

The report also detailed shifts in enforcement. Voluntary departures reached an all-time high, with about 170,000 people choosing to leave since Trump returned to office in January 2025. The share of deportees arrested in the U.S. interior rose from about 28% in 2025 to 39% by July of this year, while 69% of all those deported between January 20, 2025, and July 31, 2026, were initially intercepted at the southern border. Most people deported had never been convicted of a crime, the analysis said.

The report also flagged a loss of transparency: DHS stopped regularly releasing such figures in January 2025. Marc Rosenblum, an MPI visiting fellow who until July led the DHS Office of Homeland Security Statistics, said far fewer numbers are now being released than the department historically published. On Tuesday, the administration released its own figures claiming 1.2 million migrants had been deported or removed during Trump's second term; the discrepancy with MPI's estimate could not immediately be reconciled.
