The U.S. Department of Education announced on October 14 the release of the 2025 College Affordability and Transparency Report. Compiled under Section 132 of the Higher Education Act, under which the Department publishes college cost information each year, the report summarizes the explanations institutions submitted for increases in tuition, fees and average net price.

The report lists, by institutional sector, the institutions with the highest 5 percent of tuition and fees, the highest 5 percent of average net prices, and the largest 5 percent of percentage increases in tuition and fees and in average net price over three academic reporting years. Institutions placed on the increase lists are required to submit explanations to the Department describing why their prices rose.

For the first time, the Department also made the institutional responses available together as a downloadable data file for students, families and the public. Federal Student Aid posted the report and the responses through its Knowledge Center.
