Education Department Posts Prison Education Program Reporting Tool Workbook: Annual Reporting by Individual Student Begins With the 2025-26 Award Year

Federal Student Aid announced in an October 20 electronic announcement that the 2025-26 Prison Education Program (PEP) Reporting Tool Workbook is now available on the Prison Education Programs topics page of the Knowledge Center and on the Common Origination and Disbursement (COD) website. The workbook and its template provide guidance for reporting information about individual students enrolled in an approved PEP, applying to reporting beginning with the 2025-26 award year.
Under the Department of Education's annual reporting requirement, schools supply two types of information: individual student information reported on the template, and program-level information supplied on a school survey that will be provided separately at a later date. The Department's annual report is based on those two submissions.
The workbook explains how to locate the template within COD and how to fill out and submit the information, and it includes a data dictionary and troubleshooting tips. Prison Education Programs allow eligible incarcerated students to use federal student aid, including Pell Grants, in approved programs, and schools must be approved to offer a PEP and complete the annual reporting.
