Colorado: First State to Collect Health Insurance Pricing Data From Carriers

Thursday, October 22, 2026 · States · GSM News

Colorado Governor Jared Polis and the state Division of Insurance have announced that Colorado has completed its first collection of pricing information from health insurance carriers, becoming the first state in the country to successfully collect state-specific federal Transparency in Coverage data. The collection follows passage of Senate Bill 24-080 in 2024.

Federal transparency rules in effect since 2022 require carriers to publish negotiated rates, but the files are difficult to parse. Colorado's requirements differ in three ways: the data must be Colorado-specific; carriers must limit files to codes providers actually use, removing so-called ghost codes; and carriers must provide pricing for the most frequently used prescription drugs on their plans.

The Division of Insurance said it will compile the first round of data and post it on its Transparency in Coverage webpage by early next year for consumers and researchers. Insurance Commissioner Michael Conway said the law will dramatically improve data quality and help the division, academics and researchers better understand health care pricing trends.
