New York: Governor Unveils Second Wave of EXPRESS NY Regulatory Reforms

New York Governor Kathy Hochul on October 21 announced the second wave of the EXPRESS NY regulatory reform initiative, comprising 75 reform actions across 17 state agencies.
The governor's office said that, together with the first wave, the initiative now totals more than 120 actions across more than 20 agencies, estimated to save tens of millions of dollars and roughly five million hours, benefiting more than 2.5 million New Yorkers.
EXPRESS NY is the state's effort to streamline permitting and regulatory processes, with measures such as simplified applications, elimination of duplicative requirements and shorter processing times. The governor's office said the reforms reduce administrative burdens on businesses and residents while maintaining public safety and consumer protection standards.
