Trump Signs Two Bills into Law: Sacramento Land Interest Conveyance and Satellite Emergency Alert Rules

WASHINGTON — The White House said in a statement on October 22 that President Donald J. Trump signed two congressional bills into law that day.
The first, H.R. 952, the Reversionary Interest Conveyance Act, directs the Department of the Interior to convey the reversionary interest of the United States in certain land in Sacramento, California. A reversionary interest is a right the federal government retained when it earlier transferred the land: if the land ceases to be used for its agreed purpose, the interest can revert to the United States. After the conveyance, that retained right will no longer be held by the United States.
The second, H.R. 7022, the Mystic Alerts Act, requires the Federal Communications Commission (FCC) to establish any requirements necessary to allow commercial mobile service providers to transmit emergency alerts by satellite. Satellite transmission does not depend on ground-based cell towers and can deliver alerts to areas beyond the reach of terrestrial mobile networks.
The White House statement gave no further details. Both bills were signed on Thursday, October 22, 2026.
