Argentina Awards 90% Stake in State Water Utility AySA to Consortium for $340.2 Million

BUENOS AIRES — Argentina's Economy Ministry awarded 90% of state water and sewerage utility AySA to a consortium led by Rowing SA for $340.2 million under Resolution 1818/2026, published on October 22. The sale covers 135,000 Class A shares and forms part of the government's privatization programme.
Under the resolution, the buying consortium must carry out an action plan for 2027–2031 worth roughly 2.89 trillion pesos, covering renewal of water networks and improvements to sewage treatment. AySA supplies drinking water and sewerage services to millions of residents in Buenos Aires and its suburbs.
The regulator will hold a public hearing on October 26 on a new water tariff schedule. The parties are expected to sign the transaction on November 13, after which the new shareholders will take over operation of the company.
