Mexico's President Sheinbaum Defends IMSS Tightening of 'Modalidad 40' Pension Route, Citing Fraud

MEXICO CITY — Mexican President Claudia Sheinbaum defended the Social Security Institute's (IMSS) tightening of the "Modalidad 40" pension route at her morning press conference on October 22. She said authorities had uncovered fraud in which the channel was used to obtain inflated pensions, involving sums on the order of hundreds of billions of pesos.
Modalidad 40 allows insured workers to keep contributing voluntarily after leaving formal employment in order to raise their future pension. Sheinbaum said the tighter oversight is meant to protect the pension entitlements of active contributors and prevent abuse of the system, not to cancel legitimate rights.
At the same briefing, it was noted that the IMSS has reached a pay agreement with its union of 8%, comprising a 4% rise in base salary and a 4% increase in the housing allowance. The institute will publish the detailed rules for the tightened pension route.
