US Treasury Drops Venezuela From Proposed Outbound Investment Restrictions

Friday, October 23, 2026 · World News · GSM News

WASHINGTON — The US Treasury Department on October 22 published proposed rules for screening outbound investment in China, Russia and other countries, in a list that no longer includes Venezuela now that former president Nicolás Maduro is not in power, Reuters reported.

Treasury said it dropped Venezuela because Maduro's government "no longer exists" following the capture of the former president by US forces in January, and that the current government, led by Maduro's deputy Delcy Rodríguez, does not meet the definition. The proposed rule could still apply to certain investments in Venezuelan entities, Treasury said, without elaborating.

The rules were mandated by the Comprehensive Outbound Investment National Security Act (COINS Act) passed in December 2025, which requires US firms and individuals to notify certain investment plans and bans others outright to protect national security. China, Cuba, Iran, North Korea and Russia remain on the covered list, and biotechnology has been added as a restricted sector. Comments are open through December 7.
