Wisconsin Utility Regulator Issues Reminder: Winter Heating Disconnection Moratorium Begins November 1

Friday, October 23, 2026 · States · GSM News

The Public Service Commission of Wisconsin (PSC) issued a reminder on October 22 asking electric and natural gas customers to arrange payment plans or apply for financial assistance before the winter heating disconnection moratorium begins.

Under Wisconsin law, from November 1 through April 15 each year, utilities may not disconnect residents' basic heating service for unpaid bills. The commission also noted that households currently disconnected are not entitled to reconnection until a payment plan is formally established, so customers in arrears should contact their utility to negotiate an installment arrangement.

Eligible households can also apply for assistance through the Wisconsin Home Energy Assistance Program (WHEAP), which covers emergency energy needs, furnace repair and home weatherization services.
